Heat pumps do function as air conditioners in the summer as long as they are set to AC. There may be many reasons why it is not performing satisfactorily. A great web site to help you diagnose your problem is;

If this doesn't help, please call a qualified heating and air conditioning company.
Reply:A heat pump system is only for heating the house and will not serve as an air conditioner unless that unit has been intalled in addition to the heat pump. The air circulating through the heat pump system is just recirculated air already in your house.
Reply:Could be many problems, reversing valve, low on freon, etc. there is just to many items to list dealing with heat pumps, you really need to call a service tech as it can cost you $$$$ trying to trouble shoot this on your own.
